Minutes of the meeting of Winteringham Parish Council held on Tuesday 1st February 2011 in The Tom Thrush room at the Village Hall, commencing at 7.30pm

MINUTES OF THE MEETING HELD ON 4th JANUARY 2010
These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor Foord, seconded by Councillor Hatton that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING FROM THE MINUTES
a) Awards for All Grant - letter received saying that the money will be paid by BACS into the Parish Council's Maintenance Account during the week ending 4th February.
Mr Martin Ely had consulted with the local school children and had looked through numerous catalogues before seeking quotations from three firms to find out the best way to spend the £10,000 grant. He presented these details to the Parish Councils and after careful consideration they decided that the four pieces of equipment from SMP was the best option. It was, therefore, decided that as soon as the money is in the Parish Council's bank account an order should be placed with SMP.
b) Streetlights - All the problems reported appear to have been resolved.
FINANCIAL MATTERS
HIGHWAY MATTERS
a) Road edge from Mere Garage to Cliff Road junction. - Dave Miller rang and said that there is subsidence and the area has been marked up. This work has not yet been carried out. The Clerk was asked to e mail Mr Miller
b) Warning Post on Western Green -repaired.
c) Salt at junction of Hewde Lane/Cliff Road - A heap of salt has been left at this junction. In his e mail dated 28.1.11 Mr Peam from North Lincs says a salt bin will be provided as soon as there is one in stock
d) Numerous holes in road surfaces - Many were reported following the January meeting but these holes are getting deeper. This will be chased up.
New Issues
The railings on the side of the Haven Bridge have been damaged. This meant that there was a potentially dangerous situation so the Clerk contacted the Bridge Officer at North Lincs Council and the bridge has been 'made safe' for the time being.
PLANNING MATTERS
a) New applications 2011/0068 - Planning permission requested for the erection of an agricultural building at The Grange, Ermine Street, Winteringham. No objections or comments.
b) Planning Permissions Granted 2010/1334 - Planning permission sought to erect a general purpose store at Eastfield Farm.
2010/1377 - Listed building consent for proposed internal & external works at Spring House
2010/1477 - Planning permission sought for change of use from a residential home to a residential dwelling - Spring House
PLAYING FIELD
Inspections - Councillor Tong said that there were no problems to report.
Holes in surface of AWSF/covers for post holes - Still to be resolved.
Play Builder Project - The Certificate of Practical Completion of Main Contract Works from North Lincolnshire Council has been received. In the accompanying e mail Martin Ely says that a copy of the certificate has been sent to the contractor, Russell Leisure. Winteringham Parish Council has a 12 months defects period whereby they can request that Russell Leisure return to the site if anything is defective in their workmanship. There is also a further 19 years guarantee against metal corrosion and structural failure (making a total of 20 years).
(Martin Ely had explained that the final inspection by RoSPA was still awaited.)
A cheque for £3,000 will be sent off to North Lincs Council for Winteringham's share of the cost.
A letter of thanks will be sent to Martin Ely with a copy to Keith Ford (Service Director).
HANDYMAN
REPAIRS & REPLACEMENTS AROUND THE VILLAGE
PARISH PATHS
In his e mail dated 20/1/11 Dave Sanderson says that the issues reported will be dealt with A reply will be sent reminding Mr Sanderson of the request for 'No Dog Fouling Notices' on the footpaths. In the e mail the Clerk will also mention that the sign post on Footpath 312 (off Cliff road at the seat corner) is still missing.
She was also requested to tell Mr Sanderson of the ongoing problems on Footpath 316 - there is a thorn hedge and the path is so narrow that it is almost impossible to walk along this path. Sometime ago it was said that this problem would be looked at but nothing has been done.
REPORTS FROM REPRESENTATIVES
Neighbourhood Watch - Meeting due in February.
NATS - Next meeting 17th February.
Cemex - Meeting held on 28th January. Councillor Foord had attended and he reported that it was a good informative meeting but very poorly attended. Things appear to be going well and Cemex are happy with their present situation.
Village Hall - Meeting due next week.
Emergency Action Team - still many issues under discussion.
North Lincs Liaison Meeting - Councillor Foord had attended the meeting and reported that the main issue discussed was the amount of money which North Lincolnshire Council needed to save.

b) e mail re. possible trial for equipment designed to help with dog fouling. - after much discussion the Parish Councillors did not feel that Winteringham Playing Field would be a suitable place to trial the equipment
c) Information Road Show - the Road Show will be in Winteringham on 22nd March
Other correspondence received Nothing received.
Items to bring to the Notice of the Chair/Clerk
A letter will be sent to Winteringham Fields requesting that the rubbish left on Jubilee Garden (after their car park was cleared during the heavy snow) be removed.
There have been thefts of heating oil on Cliff Road - people to be on the alert for a cream pick-up van.
