Minutes of the meeting of Winteringham Parish Council held on Tuesday 7th June 2011 in the Tom Thrush Room at the Village Hall, commencing at 7.30pm

CO-OPTION OF COUNCILLORS TO FILL THE VACANCY

    Mr Martin Bell, Mr Keith Rounce and Mr John Wilkinson had expressed their interests in becoming Parish Councillors and had been invited to attend this meeting.

    These gentlemen were co-opted on to the Parish Council. The Acceptance of Office and Code of Conduct forms were completed.

MINUTES OF THE MEETING HELD ON 10th MAY 2011

    These minutes had been circulated along with the agenda for this meeting.  It was proposed by Councillor Hatton, seconded by Councillor Holgate that these minutes be accepted as being a true record.  They were duly signed.

MATTERS ARISING FROM THE MINUTES

    a)  After the Parish Assembly the Clerk had reported that the trees on West End needed attention and pruning and also that the trees at the junction of Cliff Road and A1077 needed ‘bottom’ pruning.  John Wilkinson said that he had received an e mail saying that work would be carried out in front of his property on West End later this week.

    The Clerk will e mail and ask for the other work to be carried out and also mention the tree on the bank on Market Hill which appears to be dead.

    b)  Problems report to North Lincolnshire Homes – a representative from North Lincolnshire Homes had met with Councillor Ashberry and looked at the problems.  The grassed areas which had been ‘missed’ will be cut.  (There appears to have been some discrepancies as to who was responsible for certain areas when the handover of properties from North Lincs Council was carried out).

    The problems on the areas adjacent to Earlsgate Bungalows will be resolved although there does seem to be some ‘muddle’ about whether the area next to Mrs Smith’s bungalow is actually garden or open land.

FINANCIAL MATTERS

    The Councillors agreed on payments to be made this month. Now that we have new councillors the new mandate needs to be completed and returned to HSBC.

    Insurance Cover from 1st June 2011 to 30th September 2012
    At the last meeting the councillors had unanimously agreed that the Clerk should contact Came & Company to request that they provide the insurance cover for the Parish Council.  A cheque for £1,700 has been sent and an acknowledgement has now been received. The schedule will be sent out shortly.

 PURCHASE OF HESSIAN SACKS BY THE EMERGENCY ACTION TEAM

    This issue was discussed at length.  A vote was taken and it was agreed that £200 should be spent to purchase hessian sacks (£25 per 100) and a couple of shovels which will then be stored at Ian Dowson’s farm.  In the case of flooding sand from the quarries on the farm would be used to fill the sacks which would then be used where necessary in the village.

HIGHWAY MATTERS

    a) Numerous holes in road surfaces –Wayne Hill had reviewed the situation in March.  Lots of holes had been highlighted for repair but at that time he could not say when all the repairs would be carried out.  Most of the holes have now been temporarily repaired.  However there is still a large hole in front of Spring Cottage, Marsh Lane and also nothing has been done about the huge hole at the side of the A1077 (after the Cliff Road junction).

    Councillor Marper said that the subsidence on Sutton’s Hill is being investigated.

    b) Grips in grass verges – nothing has happen in regard to these.  They have only been cleaned out once since the flooding in 2007.

    c) Haven Bridge – the temporary repair is still in place. 

    d) Footpath & drain outside village shop – no obvious work carried out

    e) Brick culvert on Winterton Road – work completed

    f) Street Lights – two lights out in Meggitt Lane.

    g) Give Way Sign - repaired

    h) Stone Banking around the Post Office Corner – this area has been weeded.

    The Clerk will chase up the outstanding issues.

PLANNING MATTERS

    a) New applications – None received

    b) Planning Permissions Granted -  Nothing outstanding

    c)  WF/2011/0528 – Proposal is to site four wind turbines and associated infrastructure including a temporary access from Top Road at the Winterton Landfill Site

    The Councillors were able to peruse the documents issued by North Lincs Council in regard to this proposal.  The Clerk was asked to reply expressing the Councillors concerns with regard to this proposal.

    d)  The owner of No 23 School Road has replaced a shed in his front garden with a pre-fabricated garage.  He has now been told by Planning Dept that he must apply for Planning Permission.

    e) Trees on building Plot up Bramble Lane – the complaint from a neighbour is being investigated by the Tree Officer at North Lincs.

PLAYING FIELD

    Inspections
    Councillor Tong reported that although the handyman has changed the tennis net post as requested there is still a problem.

    Holes in surface of AWSF/covers for post holes – Councillor Tong will try and get the work done to resolve the problems

    Nets on small goal posts
    Mr Nigel Hill has spoken with the Clerk.  He did put new nets on the small goals but he also has some ‘spare’ nets which the P.C. can have for use in the future.  These need to be collected from his home.

    Nigel said that if he had time he would put some more ties on the nets and Councillor Bell said that he had looked at the small goals. On one goal it looks as if the net has been securely fastened but part of the frame is broken and need welding. (Councillor Tong said that he would ask for this repair to be carried out at the same time as the work is carried out on the AWSF).
     
    Other Issues
    On the AWSF there is an elderberry bush growing near the gate.  The Clerk will ask Mr Don Johnson to spray this.

    Dog Fouling is a problem on the grass adjacent to the village hall.

HANDYMAN

    Nothing to report.  The Nature Garden will be strimmed in the early autumn.

REPAIRS & REPLACEMENTS AROUND THE VILLAGE

    Nothing to report

PARISH PATHS

    Nothing new to report about the width of the footpath across the back of the Ferry Lane field

    David Sanderson has sent an e mail to say that he has been told by the Environment Agency that they had scraped off the top of the path on the Humber Bank towards Ferriby

    The cross field path to Bishopthorpe cannot be walked at the present time but this should be resolved shortly when the crop is cut.

REPORTS FROM REPRESENTATIVES

    Neighbourhood Watch –No meeting.

    NATS – Councillor Foord had attended and he reported that concern had been expressed about the youths riding motor bikes on the Humber Banks

    Cemex – Councillor Foord reported back on the developments at the South Ferriby site.

    Village Hall – The bar is now completed and in use.  Plans are in hand for the “Open Gardens” in August.

    Emergency Action Team – An email has been received from North Lincs Council asking for a copy of our Emergency Plan.  The Clerk had replied explaining that this cannot be completed until we receive a copy of the Environment Agency’s ‘Door Step Survey’.

NEWSLETTER

    The Clerk has supplied the Editor with information and photographs from the Parish Council.
    The Council is still looking for someone to deliver this issue which is due out weekend 2nd/3rd July.

Items to bring to the Notice of the Chair/Clerk

    The Clerk was asked to contact North Lincs Council to ask if the weeds on the footpath on High Burgage could be sprayed.

    Councillor Foord had details of Fund Raising in the Digital Age.

    Councillor Ashberry had information about Free Tree Planting packs.  The councillors discussed planting trees at the back of the seat on A1077 (Ferriby Road) and also on the edge of the field adjacent to the Cliff Road seat.  Consideration will also be given to planting more trees on the Playing Field. Councillor Ashberry will apply for a pack

    Snow Clearing – North Lincolnshire Council are looking into Parish Council’s being more responsible for clearing paths and roads.
